Can PM Modi himself get into controversy?

Prime Minister NarendraModi, while campaigning in Banswara, Rajasthan on Sunday, critiqued the election manifesto of the Congress harshly saying, "When the Congress party was in power, they said that the Muslims have the first right over the country's resources. If the Congress comes to power, they will take away your property, including gold, and give it to those who have more children. They will give your property to those who entered the country illegally. Is this what you want to give them your hard-earned money? Will you accept this? This is ther thinking of urban naxals. No one has the authority to take away the “thali” of my mothers and sisters."
In its election manifesto, the Congress party has stated that a nationwide socio-economic and caste survey will be conducted. “Based on the data received, we will take concrete steps," it said. 
There was no word on wealth re-distribution in the manifesto.Political commentators have also explained that what Prime Minister Modi spoke was untrue and the Congress did not say anything like that in its election manifesto. 
Not only Congress leaders but also other party leaders have responded to this.
The fact that full information about Modi's speech was not uploaded on his official website has drawn criticism. Usually all the speeches made by the Prime Minister are uploaded to his official website. 
His speech in Rajasthan was also uploaded on this site. However, words such as 'Islamists', 'infiltrators' and 'those who bear too many children' were omitted from the speech uploaded on PM Modi's official website.
If NarendraModi’s full speech is uploaded it would amount to admitting the crime himself. That is why the political commentators have opined that the BJP has left out few specific words.But video evidence of him using these words is being shared rapidly on social media. 
The opposition parties are insisting that the Election Commission should take action against the Prime Minister based on what the Prime Minister said about Muslims. A complaint has been lodged with the Election Commission on behalf of the Congress. 
Did Prime Minister Modi stop with that? Yesterday, he again spoke at an election campaign meeting in Uttar Pradesh that if the Congress comes back to power at the centre, it will take away the people's property and re-distribute it. However he avoided controversial remarks about Muslims which is to be welcomed.
India is a democratic country, a secular country, a countrythat finds unity in diversity, a country with people who are proud of it. 
Is it right for the Prime Minister of the country to criticize Muslims under the garb of criticizing the Congress? What will the world think about our country? These questions have become a topic of debate across the country. Is it necessary?
